Recently, our city issued the "Opinions on the Normalization of Hidden Danger Investigation Mechanism by Safety Production Experts in Tangshan City", establishing a normalized mechanism of "experts inspecting hidden dangers, departments promoting rectification, and enterprises implementing it" throughout the city.

Strengthen multiple measures and focus on high-quality organizational promotion. Our city has increased policy support, introduced supporting measures, and implemented a total of 15.85 million yuan in special funds at all levels and departments, actively promoting the final implementation of the expert hazard investigation mechanism. The city has increased the publicity efforts and breadth of various media, distributed more than 5000 promotional materials, hung more than 120 banners, and received 460 inquiries from enterprises.

Strengthen quality improvement and expand coverage, and efficiently establish a strong expert database. Our city adopts various methods and channels to recruit outstanding talents to join the team of safety production experts. Each county (city, district) and key industry supervisory department strictly controls the review process, and establishes and expands 30 expert databases with high quality, including 11 new ones. At present, the city has reserved 2408 safety production experts.

Strengthen problem orientation and carry out hazard investigation and rectification work with high standards. Adopting the approach of "regulatory law enforcement personnel+experts+mentoring", we will focus on solving problems such as non-standard hidden danger investigation, perfunctory conduct, insufficient professional strength of regulatory departments, and weak investigation capabilities of enterprises themselves. At present, the first round of expert inspections on hidden dangers in key industries has been completed, with a total of 2298 experts dispatched to inspect 2212 enterprises and identify 8830 hidden dangers.
